Title: Auto-identify non-threat suspects

If the suspect has not posed any threat for last 5 minutes, any cop who shoots him will get warned about it just like it is done for unarmed suspects. It will prevent non-threat kill as well as help cops to identify them easily.

If Mike is able to do this I’d say it would make staffs life’s easier so I think it’s a good idea. MANY cops do not realize that attacking no threats isn’t allowed.. this could help make that easier to understand they are doing something wrong.

I also agree with this especially if there is a way to mark which criminals are dangerous and a threat. Situations like in the bank you do not know which of the many criminals are a threat when they start to flee.

Reminder that 5 minutes IRL is 5 hours IGN. It's a yes from me. It could be very helpful for cops and of course for administrative investigations.

It would be a great thing to have, but please, if this is gonna be implemented, don't make the text a "GameText" in the middle of the screen, nor in the chat, make it a small red text draw at the bottom :)
