title - shit's annoying in SAMP since I started playing in 2012

T + this is a message + ENTER
T + ARROW_UP + this is a message + ENTER

it is good but sometimes in group chats, we need to use the same message twice to highlight an alert-type message. e.g COPS ARE HERE!!

It should be implemented in global chat, not in group or local chat.
