Recently i bought a new desktop PC, i want to known how to lock fps at 120 instead of the 93 i get

First of all congratulations for your new PC! I'd like to know the specs of the PC if you'd like to share. It is not required though.
So coming to your question, you can go to the GTA San Andreas Mods >
San Andreas Improvement Mods: Better visuals, sounds, textures, and more (https://mikescnr.com/forum/index.php/topic,2521.0.html) (or click on the link).
There you'll see tons of mods shared by Mike and one of them is the crashes.asi (https://github.com/Whitetigerswt/gtasa_crashfix/releases). You can simply click on the link but I suggest to visit the thread once.
If you get any crashes, you can check my guide to reduce the game crashes by almost 100% (https://mikescnr.com/forum/index.php/topic,14689.0.html).

-install crashes.asi, run the game once and quit
-now check your game folder for crashes.cfg (if it's not there it means crashes has not been installed properly)
-open it using notepad and change "fpslimit 0" to '"fpslimit 1"
-open the game, go to settings and disable frame limiter.
-if everything is working fine you should have over 100 FPS now.
in order to limit, you will need a program called river tuner, get it from here.

Configure according to the image below. You will have to run this program before you start playing always.

If you have an nvidia gpu, just use the pre_existing GeForce control panel to lock your fps
