Title: clothes shop

There's no Dwayne (skin id 268) in the clothes shop, even after reaching the needed level it's still not in the clothes shop, tried with every clothes shop binco victim and others

That's because he's a Mechanic. You need to be a Mechanic to use that skin (visit any gas station).
