Title: Low rank cops as passengers in unmarked cars

Cops with a rank of less than 10 can get on as passengers in a unmarked car, I understand that they cannot drive, but many times we need a partner to accompany us or pick up someone in the middle of a chase and most cops are not rank 10.

It can often be annoying when you're wishing to team up with a cop, and that cop decides that they want to take an unmarked vehicle.  If you're below the rank required to drive the vehicle, you cannot enter the vehicle as a passenger either. Instead, you need to go solo, following the cop in a marked patrol car.
