GTA: San Andreas was designed in the early 2000's to run at 25 FPS on a PS2. When they ported it to PC, they didn't account for players with higher FPS. Most time-based things in the game base themselves on your frame rate. The higher your frame rate, the faster your drunk level wears off, the harder it is to toggle sirens, the slower you swim, it can be impossible to take off in a Skimmer etc.

Most of these issues only affect yourself, however at very high FPS (over 120 FPS), it can start to affect others. Effects include being able to push vehicles quickly at speed, being able to survive fall damage and much more. Therefore, I've made the decision that players will no longer be allowed to play with more than 120 FPS. This keeps the game fair for everyone. 120 FPS is more than enough. Generally monitors run at 30hz or 60hz referesh rate, so 120 makes logical sense as a limit.

Players will be warned twice and then kicked, with 1 minute between each warning/kick.
