Title: Money bug after issuing a ticket.

Well,i issued a ticket to The_Terror_Venom_90.When ticket got issued,It said "Ticket issued,-578000".My money at my hand got negative but bank money was good.Then i relogged and when i logged in i had to pay house insurance.Then my bank money lowered from 1475000 to 875000.
    - Where were you? I was in Lil Probe inn Which is near to the Area 69
    - What were you doing? I was issuing a ticket
    - Did you have some sort of special circumstances happening at the time? No.
 Well it happened to others but i guess they had their money back.
 Well i thought it was just a harmless bug that would fix but i realized that it wasn't so i couldn't take pictures of it.

This bug has been bandaid-fixed by blocking minus value cash transactions which will prevent it happening again however I still need to find the root cause.

I have not had this reported since, because the transactions were blocked, however I'm not sure if this is still an issue. I have added some logs to try and investigate if it still happens, but I think it is very rare.
