Title: "Failure to stop" suggestion

I suggest making the "failure to stop" crime apply to ticketable suspects who are fleeing in a car to avoid being ticketed or to avoid paying their ticket, after the officer has told them to pull over. I think it currently only applies to arrestable offenders.

EDIT (7/14/2020):
The new suggestion is:
- Make it possible to tell a ticketable suspect to pull-over using the "2" key. Currently, it only works if you already gave him a ticket.
- Reduce the time you have to stop to 10-15 seconds. 1 minute is extremely concessive.
- Also, apply the crime if the suspect pulls over and then starts to flee again.

It is a thing in server,but it had longer duration like 1minute after you asked them to pull over. Then only they will turn to 2 wanted level .

I know the crime exists, but yeah, I think 1 minute is too long, and also I've never seen it apply to a yellow (ticketable) suspect.

Well I'm not sure about you but I think it's kinda decent, maybe we could reduce it to 30seconds. I've made a few ticketable suspect to orange for "Failure to stop" crimes.

Hi, today I tried to test the script behavior.
Basically, if you try to press 2 in-car to a ticketable suspect who has not yet received a ticket, it will just say "You can only give tickets on foot", or similar, so you have no way to tell the suspect to pull-over.
Instead, if you press it to a suspect you already gave a ticket to, then you can tell him to pull over, and after a while, he will receive the failure to stop crime report.

So, I rephrased my suggestion in an edit of the main post; please I ask Mike to re-evaluate it;

1. It can be done without giving him a tik
2. It's TOO MUCH!! 1 min is ok
3. Wanted level will increase overtime by doing these "FREEZE", "PULL OVER!"

If u stick close to him then it will happen... Go a few meters away from the suspect then FREEZE, PULL OVER will appear.

Looking at the code, it SEEMS to work like this:

- Order to pull over
- Wait until you can ask them to pull over again
- Ask them to pull over again, a 12 second timer starts
- After 12 seconds, 'failed to stop' crime is committed.

I have found a bug though. If you ask someone to pull over for a third time, they'll never get the' failed to stop crime'. Same thing if they commit a new crime after paying the ticket, you can't make them orange. Fixed that for next update.
