Title: Preventing "Do not attack vehicles unless they contain arrestable(s)" abuse

I propose allowing a command that allows police to make any civillian a suspect, who is interfering/obstructing an active situation with a suspect, and refuses to leave. For example:

Civillian is in vicinity of police & suspect for longer than 10s. Can be told to stop interfering/obstructing using /gtfo [civillian ID] [suspect ID]. If continues to linger around the same suspect, will automatically match the suspects WL for obstruction/aiding.

This prevents the following situations:

I appreciate the fact that you want fake revenges, cop hunting and etcetera to stop, but this system will add confusion. I think the rules can be updated regarding this issue, and players can report rule-breakers. Simple.
