i suggest to make VIP Lobby for Donator's
it will make donator's happy and let them check what inside the lobby and can enjoy there and They Must not have Wanted Lvl to go to vip lobby Thanks

I don't see this as needed, but it would be a niche little perk for donators. Obviously, there would need to checks in-place, Do you have a wanted level?, Have you killed/been killed in the past hour, Do you have a bounty on you?
If your answer comes back as negative to all of those, you could enter.

as fishing u can't enjoy it's perk for donator's if non donator's will see this perk they will also wish to donate and by donating the server will grow more and more

i made video of this location this is best place and this mansion is empty aswell so this loc will be better for vip lobby

How about armour when you enter VIP.
I know a server that done it with the VIP

That's a real pay 2 win lol. Donators shouldnt have much perks. Neon and picklotto and car credits are good enough for them I think.
VIP lobby can be misused also, evading bounties, revenges , cops.

Well if the server wants donations
You need to include things like this or else what's the point donating no one will donate because there will be no purpose/ not worth the money.

as krabz mentioned above that u should not have bounty or u must not have wanted etc so it will be good enough

it'd be pay to win if armour is something hard to get without being a donor, but since armour is available almost everywhere in the game including ways to get it for free, I don't see that as p2w
