Actually a cool idea.. Although smoke particles takes ages to appear, and people with low graphics won't see it much if at all..

Whenever we get killed[Or exit/enter an interior], we get a black screen. Just make that black screen colored with gray, done.

Interesting thing. One can use it to throw smoke just before leaving vehicle and entering fight on foot to hide themselves in smoke.
To use it more efficient, one can remove the smoke effect from his game, I believe it's located in the data/particles file, or is this gta3.img?
Also please consider to hide players nicks if they are close to smoke, because players can orienter on visible nicknames and successfully make damage using fire weapon  nullifying all the benefits.

Already done.

As for players modding their game to remove smoke, of course people could do that, but if they're caught they're going to be banned. You can say the same for a lot of things people could do to cheat.
