The best way to probably earn money is by doing bank robberies or completing achievements.

As a beginner myself, I would say that fishing is the best way to earn money and quickly level up at the same time.
Bank robberies are good too but for a newbie it might be hard at first so I suggest teaming up with an experienced player (say in the chat that you are new and if anyone wants to team) or a friend before taking part in the bank robbery so you know what to do and what not to.
