Remove the /report cooldown

I could not report a cop who killed me while other cops were cuffing me (lokman something) because of the cooldown (I had just reported another cop who shot me).
Please, reduce that cooldown to something like 10 seconds or less.

You can report a another person after some time, not exactly sure when but it's around 1-3 minutes cooldown. Just remember their ID's and report them. We got logs and we fully check them.

/report cooldown will be per-player as of the next update. No global limit.
