Detailsli dont know what it actually is but it look a like tp , tp in front of me or it look like if he's trying to spec players or something but i dont think this is some sort of map glitches/bug in gta sa u can see the spawn kill protection and one other lag has nothing to do with this tp or whatever he actually did kinda sus

He probably lagged out and spawned inside the building where most players get when they lag/have high packetloss. If he used some kind of TP hacks at the moment, he wouldn't have spawn protection.
