crew system is already planned and will include group chats and member lists you mentioned (use search for more)

bases however don't belong on a CnR server so I hope we won't be seeing those around

How about adding crew commands
I will give an exemple of my future crew [KOD]

/kodmembers ~ show you online kod members
/kodcmds ~ show you all kod commands
/kod ~ kod chat that only kod members can use it and chat with each other

A base:
Once the crew gets a board, leader choose a place in the map that will make it his base, the base will be worked on by a mapper that will add gates in the base that only kod members can open it with /kodgate , when you enter the base, you find the crew tag pinned on some building there, and you find beautiful houses added by the mapper, or if the base already contain houses of default gta, houses will be owned only by the crew members.
Crew car: leader can choose one type of car that 10 of it will be added in the base, like in a parking in the base, unlocked cars only kod members can enter there, and vehicles respawn there in some amount of time when unused
so for the base you can use /kodbase to make an arrow that lead you there
also kod cars will be tuned with kod official logo
more commands can be added soon also

its not a DM or roleplay server. crew bases is not such a good idea
