Near LS Airport bridge, vehicles don't spawns at all if we stay under the bridge

- What happened?: So, I couldn't spawn my vehicle if I stay under the bridge in the video.
    - Where were you?: Near LS International
    - What were you doing?: Free-roaming then cops gang banged me
    - Did you have some sort of special circumstances happening at the time?: Nah.
- Is this a reoccurring issue? Has it happened to you or others before?: Yes and maybe for all of them if they do like me.
- Please provide steps for us to reproduce the issue ourselves, if possible.: Just do as I did in the video. Stay under the bridge and request a vehicle and it will not spawn there.
