NEW
- A new /setting has been added to block all incoming PMs. This can be found under the new 'other' settings category.

CHANGED
- Using a medkit while 'downed' will now only restore 5hp.

FIXES
- Players' fishing rod or vehicle repair kit is now unqeuipped if they are arrested.
- Possible fix for civilian vehicles having emergency vehicle wig-wag headlights activated when holding the horn.
- Reverted the anti-cheat to a previous version to fix bug where players were unable to spawn with the 'spawn' button on spawn/class selection.
