Restrict /rpv, encourage car theft

Nowadays we should aim to make MCNR inclusive to everyone, new players don't know to buy a banshee on lvl 30 or whatever. So, after someone jacks your car you shouldn't be able to /rpv It and for 2 minutes after inactivity (Someone might be robbing a store and using your car as getaway). I sometimes like to steal cars and rpv is bullshit. Shit makes no sense, discourages collective gameplay, and makes people brainless people who /rpv once they get notif about carjacking. Let's make it fair for everyone, not everyone has bullet or infernus lol.

Huge +1, Its so boring that every personal veh you rob is instantly rpv'd.

I personally find a great deal of enjoyment in stealing people's personal vehs and repainting them to be ugly, so huge +1 from me
