There should be a hard limit on how many of the players can be cops. If 1/3 of the players are cops, being a criminal becomes basically unplayable, since there's cops at all the spots where you get out of prison, go to robberies, etc. You can basically do nothing at that point unless you have 3 passengers in your car because there will be at least 3 cops chasing you at all times. (not to mention the server tends to be full of cyan cops who have never read the /coprules)
