Can They Shoot at Me?

Suppose,
I am 5 star wanted and there are 2-3 player who have 5/6 star wanted around me.
1. Are they allowed to shoot at me for no reason?[Unless I harm them]
2. Can I Report Against Them?

Yeah, if you're associated with threat/mw suspects, cops can shoot at you.

It doesn't matter if you're wanted or not, other criminals can not attack you for no reason. Use   /report in-game or report them on forums with evidence to back up your report.
