Only the victims should be eligible to report players for rule-breaking

Some people like @Prother , love to report players for something they weren't involved in which is really noncompetitive and bitter. Only the victims who were involved in the specific incident should be eligible to report players for any rule-breaking. If anyone else reports them, that report should be ignored and that person should be muted/warned.

The basic logic behind this suggestion is, if the victim is not willing to make a report, why should it be of anyone else's concern.

Because maybe this victim is new to mcnr ? or dont have forum ? let everyone can report. i just saw something wrong so i reported to staff. -1

didnt you take back ur report on stacj too? what if i decide not to report someone becus they apologised, but some other smart ass reports them which is contrary to my opinion. Atleast the victim should be given a say whether or not he wants that person to be punished.

yea, RedX is right. You never know if I did sniper skip animation on a stranger who dont have forum/discord but I apologized to him about it and he's fine with it. But the other day when I'll post a montage nerds like bode will report me for it while I've already settled it with the guy before and he cant vouch for me on forums/discord because he dont have one.

You fight somebody and break multiple rules.
The one you were fighting does not notice or ignores it.

A person witnesses it and reports it to an admin, you get punished for rulebreaking.

I don´t see why this should be disallowed, you saw somebody stealing, so you report the person to the police but the police won´t do anything because you weren´t involved in it.

Because you need to follow the server rules at all times and keep the gameplay smooth for all players. Why is it an issue if someone else report an incident in which they saw a player breaking the rules?
