Fps Problem

My pc specs :
Processor : Intel Core 2 Duo 2.4 GHz E4600 Optiplex 745
GPU : None.
RAM : 3 GB
Crashes Doesn't work for me.People tell me that you don't have GPU and a good processor so it can't give good FPS But if it can Run on HIGH FPS on my pc So Please Help me.  :'( :\ ;( It Gives me 30 fps Normally outdoor and 15 fps while fighting (many people and cars Not too much)

oh i got it i have 60 Hz But i   m still looking for increase fps to at least 60 outdoor cuz i don't get even not 60 outdoor

what do you expect loool
I have same specs (just 2gb ram) and i have been trying to increase my fps for over an year. Nothing works though tbh. Just download low timecyc( low draw distance) mod and no effects (it removes all smoke and sparks). Theres no other way to increase your fps. Just try to upgrade your pc slowly.

PC is too weak, I have helped this player install and setup crashes.asi but that didn't help either.

i play with 300 fps ing with crashes, without crashes 101 fps.
