Title: Explosive Bullets.

I saw funtastic_Power's post about factions to take down hydra / hunters, i have a different idea.
the 24/7 / supasave shops dont have much stuff to buy, so why not add Explosive Bullets, which explode when they hit a target / area in order to take the hydra / hunter down?
i have posted a video below to tell you what i mean, this will be easier to understand when u check the video.

so basically, all the explosives will kill the player inside the vehicle / plane with its damage.
easy to take down hydras and hunters :D
Sorry if the quality is bad / the cbugging stuff is bad XD
i had 20 fps while recording so..... ;3

Tbh, explosive bullets is really hard to balance because the idea itself is already OP, also mike said those vehicle will be used for most wanteds only you can check mike's reply here (http://mikescnr.com/forum/index.php/topic,375.0.html). If you're really annoyed with the hydra it's quite easy to counter them just go around tall buildings they won't be able to hit you without changing to VTOL mode and if that happens just run away from the area, rinse and repeat. For the hunter, just pick a fast car you can outrun it or go around tall buildings same like hydra that works too or you can do the classic way go inside a tunnel and wait for them to come down and engage you on-foot. If you want to counter a tryhard, be a tryhard.

Yeah I get it, but like I said it is very hard to balance the explosive bullet since we're old school here aswell.

if bullet explosive added, they absolutly gonna abusing it to other cop to kill them easily...unless you add explosive proof for those cops..i would be agree for that

they should be costly AF, so players think twice before using them on other cops.
even tho in the sv i play the rich dudes use them to kill people so yeah, that's not ab-usable, cause they do it at their own money's risk and cost.

I'm neutral to this, i think it would ruin the CnR if usable by any civilian, you could rob 2 banks and get enough money to destroy any cop vehicle that gets nearby. This could be super op and abusive as people often play in groups and 20k or 50k is almost nothing when there are cops active. It should be locked by a certain group of civilians, like, Terrorists faction or something. Maybe by introducing more abilities to both cops and civilians it would work. But as right now, i don't see a fair way to balance both hydras/hunters and these explosive bullets. Both are op as heck and ruin the cop chases and criminals escapes.
