When you're trying to shoot in the shooting range, when you're about to fail and you're trying to hit it. Just try shooting nowhere without stopping till you fail and you'll get 1 star wanted level.

Why don't you add CIA that can EMP the criminal's vehicle when near to him in a chase by pressing a button or typing a command.
And I suppose the EMP should be buyable from the locker as well.

How about adding an IRC system? It's like discord, you can talk to players while you're not in game. PM others in IRC or IG and special commands for higher ranks
(Ban, Kick, Warn etc for Admins.) And there are different ranks the highest is the Owner rank (~).
I can ask my friend to make it, hopefully the suggestion will be accepted.
By the way, in the tutorial while introducing robbing, the robber is not holding a gun lol.
