Please avoid using public wifi as some of the banned players are using it and you might get the ban too, if possible use your home internet. Unbanned for now.

Do a system restore if possible, to the point where before the update causing the problems windows usually have the option to do it in control panel. Question though why are you using 32-bit version if you have 8gb of RAM? It'll only use 4gb of it.

You seems like just want to provoke him as much as you can we do not condone this kind of behaviour, his reason to ban you because you were lying to him and constantly avoiding his question as I see from the conversation parzival given. So ban appeal is denied because ban is valid, further appeal posts will be counted as spam and may lead to forum warnings.

If you got IP banned because of your brother cheating then it's your issue to solve with your brother, we can't do exceptions to IP ban. If you really like the server then you shouldn't have used hacks (saying this to your brother).
