Allow certain payments to be taken from bank account balance

A lot of times happened when you save all your money in the bank then you get arrested. Once the time is over, you gotta pay the bail but you don't have the amount of cash to pay it.

Let us able to pay the bail via the bank account - I mean is If you aren't holding the amount of cash required for the bail, you get minus in your bank account for paying the bail.

Spending time in the jail because you don't the cash to pay the bail it's just too long as well, especially when you had  more than 6+ stars or high wanted level. Make a way to make it shortly and easier for newbies.

Hello there,
So today i deposit all of my pocket money in bank so i dont get robbed. Next thing u know, i failed to pay my house insurance 
That's just unfair and i read here on forums or in in-game chat that someone mentored he can't pay Bail-out from jail because he putting all his money in bank.
So i was thinking  that if we already have our Bank cards for ATMs , we should be able to pay with cards too.
I know its hard to rework and rescript  everything , but i guess on few important things like Buying cars, houses and paying bailout or insurances we should have card paying enabled. As new things come card paying should be standard way of paying.

I fully agree. I will make the following accept bank cash:

- Buying garages/properties
- Property insurance
- Buying vehicles
- Paying ticket/bail

If the can think of any other purchases which should accept bank cash please do let me know.

I will also add a new setting to select whether to pay from bank first or on-hand cash first (will default to bank first).
