Add /detain cmds for Cops

As I observed if I cuffed a criminal and I want to detain him, he doesn't responds to enter in my vehicle  they either run away from me or keep punching me, Adding /detain cmds would be cool also the suspect must be on FREEZE mode because he's cuffed and he supposed to not move. Adding /detain will automatically throw him inside the vehicle and we can arrest him on Police garage

I already plan to add a mehcanic to 'drag' players and put them into cop cars.
