I agree to the change.
Before I played a lot of criminal, now I've moved on to mainly playing cops, so as a current cop player I can say that the bank is like a biohazardous zone, if you go near there as a cop all civs, all criminals will just start unloading on you, which makes no sense.
The bank *in theory* should be a highly guarded area with a vault, that, if breached, will award you with good money.
Currently, robbing the bank is as easy as pissing against the wind, it's not a challenge.
