fire equipment and callouts

If the fire extinguisher can be added for house fire callout and new callouts other then scene investigation and house fire complains at the same locations

The problem with using the fire extinguisher for the current fire job event is that the fires aren't all at ground-level.

Future job events will be created for the fire extinuisher.
