There is a job event in which we need to chase the suspect until he crashes. When the suspect crashes and starts running, we have to taze him in order to cuff him. But if we taze him, he'll get tazed but he will still running which makes the job impossible since we cant really cuff a running suspect with taze effect.

It doesn't tell you to taze him. It says chase. You chase them and get close and it will taze them automatically. The job events were added way before the tazer was even a thing.
