DetailsMr_Claude hide himself in his house and i couldn't force entry by pressing the return button, he then decided to quit to abuse a bug where you spawn in a location far away.

Strange, I tried it myself it won't work if no criminals inside the house but you can forced breach in if there's a criminal inside, maybe he wasn't inside that house? I'm not sure, will try talk to him.
