I would vote up for this idea.

Let us go to jail only if we begin arrested by a cop or killed

I have made it so:

- You will only go to jail after death if a cop was close by (100 meters) when you died.
- If you are a felon (orange) you have a 1 in 5 chance of being identified by hospital staff, reported to the police and taken to jail.
- If you are most wanted (red) you have a 1 in 3 chance of the above.
